No Boot massage after i power on HawkBoard

I got 2 Hawk Boards. When i trying to power on the 1st didn't showed any thing on Com port (I mean Boot up massage).
I checked power supply i think its fine becoz power LED is on.
 
Then tried with second board and its working file i'm able to see boot up massage.
 
Is it bootloader flashed on that board?
Please help me on this.
